These are the various Department Managers. Their departments provide services to the residents and/or businesses in the City of Hurst. Some of these departments are represented within the "Departments" section of this web site, while others are represented under other sections, such as Public Safety, City Services and Development.

 

 Clay Caruthers, City Manager

Clay began serving as City Manager for the City of Hurst in July of 2016.  He successfully completed the City’s leadership development program, and he began his career in Hurst as a project and financial manager.  Clay eventually became a department director and was again promoted to Assistant City Manager in July of 2013. Prior to working in Hurst, Clay worked for a neighboring city as an internal auditor and budget manager. He has worked in local government for seventeen years and spent an additional seven years in the private sector.

Clay graduated Magna Cum Laude from Texas Christian University with a Bachelor of Business Administration (Finance) degree. He also has a Master of Public Administration degree from the University of North Texas where he graduated with honors and was selected as the program’s Outstanding Student in his final year.

Clay is a member of the Government Finance Officers Association at the state and international levels and is also a member of the North Texas City Managers Association, the Texas City Managers Association, and the International City Managers Association.  He is also certified as a government finance officer (CGFO) and a public manager (CPM).

 As the Deputy City Manager, Allan is a tenured member of the City’s Management Team with over 32 years of experience. After earning his MLIS from the University of North Texas and an MBA from the University of Houston, he started his career with the City in 1980 as the Library Director, followed by his promotion to the Director of Community Services, then as Assistant City Manager, and finally as the Deputy City Manager. His primary direct reports include the Divisions of Parks, Recreation, Aquatics, Senior Services, Library, Facilities, and Community Services Projects. He also oversees the VIA Program, Historical Preservation initiatives, and Art-In-Public Places. Allan is the City Management Liaison for the Parks and Recreation Board, Library Board, Senior Board, and Historical Preservation Commission. He serves on the City’s Finance and Investment Committee, Community Services Development Corporation Board, and the Good to Great Initiative Management Team. 

Within the local community, Allan has served at the Board level with the United Way of Tarrant County, the Airport YMCA, the Northeast Arts Council, the L.D. Bell Band Booster Club, and the HEB Rotary Club. Still very active in the Rotary Club, he has served in every capacity including President. When he’s not at work, you can find Allan in a fairway on a local golf course.

Malaika Farmer, Executive Director of Administration and Customer Service

Malaika Marion Farmer was promoted to the Executive Director of Administration and Customer Service position in September 2016. Current responsibilities of this position include oversight of Central Services, Fleet & Warehouse, Marketing and Communications, and the Volunteers in Action Program. Additionally, she serves as a representative of the City Manager’s Office and plays an integral role in the City’s customer service initiatives.

Malaika has worked for the City of Hurst since 2003 serving in several progressive positions within the Community Services Department before becoming the Executive Director of Administration and Customer Service. She is a proud University of North Texas alumna and received both her Bachelor of Arts in political science and Master of Public Administration degrees from UNT. Malaika is active in many professional organizations and in the community.

Clayton Fulton joined Hurst as the Executive Director of Strategic and Fiscal Services in 2016. Clayton's primary focus is to assist the City Manager in developing the Annual Budget and Strategic Plan.  Additionally, he is responsible for the oversight of the City's finances including cash management, accounting and auditing, and debt management.  Prior to joining the team in Hurst, Clayton spent five years as Finance Director with the City of Anna where is earned Anna’s first distinguished budget presentation award from the Government Finance Officers Association and improved the Anna’s financial transparency through the Texas Comptroller’s office. Clayton has also has served the State of Utah overseeing the execution and management of various Federal HUD, USDA, and HHS grants.

Clayton graduated with a Master’s in Public Administration from the Romney Institute of Public Management in Brigham Young University’s Marriott School of Management in 2008 with an emphasis in local government and financial analysis. While earning his MPA degree Clayton received the Stuart L. Grow award for integrity, academic excellence, concern for other, and devotion to public management. Mr. Fulton also received a Bachelor’s degree from BYU in Sociology.

Clayton and his family are active in their church serving their congregation and community. He enjoys spending time with his family, being outdoors, and working with his hands.

Greg Dickens, Executive Director of Public Works

Greg Dickens is the Executive Director of Public Works and has worked for the City since January of 2014. Prior to joining the City’s management team, he served as Director of Public Works for the Cities of Bedford, North Richland Hills, and Keller. He has a Bachelor of Science in Civil Engineering from Texas Tech University with additional graduate work at University of Texas at Arlington. His professional career spans over four decades and includes working some for the private sector as well as municipalities.

Greg is a member of several organizations. He is a licensed professional civil engineer, and a certified floodplain manager. He has served as the President of the Texas Municipal Utilities Association and was awarded the 2008 Distinguished Service Award.

Current responsibilities of his position include management of the City’s water, wastewater, street, drainage, and traffic control systems. He also has responsibility over the Building Inspections Division.

Rita Frick, City Secretary

Rita Frick has been City Secretary in the City of Hurst since 2006, and has over 32 years experience in municipal government, the last 17 years as a Municipal Clerk. She received her Texas Registered Municipal Clerk’s Certification in 1995 and obtained her Certified Municipal Clerk designation from the International Institute of Municipal Clerks shortly thereafter. 

Current responsibilities include oversight of the Public Services Department which includes Legislative, Public Information and Judicial Services. Rita is an active member of various professional organizations, a member of the HEB Rotary Club and lives in the City of Hurst.

Steve Moore, Police Chief

 Chief Steve Moore moved to Hurst, Texas in 1961. Steve graduated from L.D. Bell High School in Hurst. He received his B.A.A.S. in Criminal Justice from Midwestern State University where he graduated Magna cum Laude. 

Steve’s association with the Hurst Police Department began in 1973 when he joined the Hurst Police Department Explorer Post. He joined the Hurst Police Department in 1977 as an animal control officer. One year later, he was hired as a patrol officer. 

Steve has held various positions in the Hurst Police Department to include: patrol officer, detective, community services officer, criminal investigations sergeant, patrol supervisor, patrol commander, assistant chief of police operations, and assistant chief of police administration. In 2008, Steve was appointed to the position of Chief of Police.  

Steve has been awarded numerous awards for his service to the Hurst Police Department. He was awarded both Officer of the Year and Outstanding Police Officer Award – Mid-Cites Optimist Club in 1986. He was also awarded the Hurst Police Department Supervisor of the Year in both 1993 and 1995. Steve currently holds a master peace officer license. He is also a 2003 graduate of the 215th Session of the FBI National Academy and the 1998 Management at the Southwest Law Enforcement Institute.

Steve is an active member of the Hurst-Euless-Bedford Rotary Club.

David Palla, Fire Chief

David Palla, Fire Chief, began his career with the Hurst Fire Department in 1986 as a firefighter. He has worked as a Firefighter/Paramedic, Driver Engineer, Lieutenant and was appointed as the Assistant Fire Chief in 2002. David has also served as the Emergency Management Coordinator since 2002.  He has enjoyed helping serve the Citizens of Hurst for over 31 years. David was born in Fort Worth and has lived in the  area his entire life.

 Steve Bowden, Executive Director of Economic Development

 Steve has been the Executive Director of Economic Development since 2009. Originally from Wichita, Kansas, he graduated with a Bachelors Degree in Liberal Arts (Radio and Television) from Wichita State University. Hired by Simon Property Group upon graduation, he worked for 25 years with them. Served as Director of Marketing, General Manager, and Regional Vice President. He was General Manager of North East Mall and the Shops at North East after serving as the G.M. for Firewheel Towne Center in Garland Texas. Steve's certifications include CSM from ICSC, CMD from ICSC and CPM from Urban Land Institute. 

Steve has lived in Keller, Texas for 25 years and has three children and two grandchildren. He is a member of HEB Chamber of Commerce, ICSC, NTCAR and a Board Member of the Business Advisory Board for Tarrant County College. He directs the activities of the Hurst Economic Development Advisory Commission and represents the City with the HEB Foundation.

 Matia Messemer, Executive Director of Human Resources

Matia Messemer currently serves as the Executive Director of Human Resources for the City of Hurst.  Matia partners with city leadership to champion organizational efforts focused on delivering customer service The Hurst Way.  She oversees human resources and payroll functions.

Matia is certified SHRM-SCP and PHR designations, and earned a Bachelor of Science degree in Business Administration with a concentration in Human Resources Management from the University of Tennessee.  She is currently a member of the Society for Human Resources Management and the Texas Municipal Human Resources Association.  She was given the Rising Star Award at the 2014 TMHRA Annual Conference.

Golf has been reintroduced to Matia as a fun hobby since joining the City, and her most enjoyable moments are spent with her husband and two children ages six and four.
